Start with CodeProject - they have some great articles and tutorials. You’ll need to create an account to download.

If you have a copy of Visual Studio 2005 or 2008 you can download the windows mobile SDKs and start developing at no additional cost.

If you don’t have VS 2005 and you’re not running Windows Vista you can download Embedded Visual Studio 4.0 free of charge. Using the Pocket PC 2003 SDK with EV 4.0 you can compile games and applications that will run on Windows Mobile 6 devices.

Good luck and feel free to e-mail if you have any other questions.
